The attention of all the District Educational Officers in the state is invited to the reference
cited, Scientist G', NIF, Gujarath has informed that the online nominations of INSPIRE Awards-
MANAK for the year 2020 have been opened w.e.f., June 1, 2020. In order to improve the quality
of ideas / innovations being nominated, NIF planned to have an e-meeting with teachers and block
level officers with NIF officials on Google meet.
Further they are planning to conduct 8-10 such meetings through Google meet (e-meeting)
for the Telangana State. In each e-meeting, the NIF wish to accommodate 200 to 250 teachers.
Possibly this e-meeting will be organized by clustering all the 33 districts into 8-10 batches, by
giving due representation to all the districts.
Therefore all the District Educational Officers are requested to submit the district wise list
of the Number of participants as mentioned in the annexure in the following format. The
participants shall be of Science teachers of Secondary Schools & UP schools and MEOS/DSO of
respective District.

 Conditions of Eligibility of Teachers for consideration for the Awards:


    i) School teachers and Heads of Schools working in recognized primary/middle/high/higher secondary schools under the following categories:a)Schools run by State Govt./UTs Administration, schools run by local bodies, schools aided by State Govt. and UT Administration.b)Central Govt. Schools i.e. Kendriya Vidyalayas (KVs), Jawahar Navodaya Vidyalayas (JNVs), Sainik Schools run by Ministry of Defence (MoD), Schools run by Atomic Energy Education Society (AEES).c)Schools affiliated to Central Board of Secondary Education (CBSE) (other than those at (a) and (b) above)d)Schools affiliated to Council for Indian Schools Certificate Examination (CISCE) (Other than those at (a), (b) and (c) above)ii)Normally retired teachers are not eligible for the award but those teachers who have served a part of the calendar year (at least for four months i.e. upto 30th April in the year to which National Awards relate) may be considered if they fulfill all other conditions.
    iii)Educational Administrators, Inspectors of Education, and the staff of training Institutes are not eligible for these awards.
    iv)Teacher/Headmaster should not have indulged in tuitions.
    v)Only regular Teachers and Heads of Schools will be eligible.
    vi)Contractual Teachers and Shiksha Mitras will not be eligible.


    ii) Considerations to guide the selection of teachers at various levels:

      Teachers will be evaluated based on the evaluation matrix given at Annexure-I. Evaluation matrix contains two types of criteria for evaluation:Objective criteria: Under this the teachers will be awarded marks against each of the objective criteria. These criteria are given the weightage of 20 out of 100.Criteria based on performance: Under this, teachers will be awarded marks on criteria based on performance e.g. initiatives to improve learning outcomes, innovative experiments undertaken, organization of extra and co-curricular activities, use of Teaching Learning Material, social mobility, ensuring experiential learning, unique ways to ensure physical education to students etc. These criteria are given the weightage of 80 out of 100
      
    iii) Procedure for application and selection:

      i) All the applications would be received through an online web portal.
      ii) MHRD would ensure coordination with States/UTs regarding timely entry into the portal and resolution of technical and operational issues during data entry into portal through the portal development agency.
      iii) MHRD will bear the entire expenditure for development and maintenance of the portal
      iv) In case of State/UTs, teachers and heads of schools themselves shall apply directly by filling the application form online through the web portal before the prescribed cut-off date.
      v) Every applicant shall submit a portfolio, online along with the Entry Form. The portfolio shall include relevant supporting material such as documents, tools, reports of activities, field visits, photographs, audios or videos etc.
      vi) Undertaking by the applicant: Each applicant shall give an undertaking that all the information/data submitted is true to the best of his/her knowledge and if anything is found at any later date to be untrue then he/she will be liable to disciplinary action.
      
    District Selection Committee:

      vii) First level scrutiny will be done by District Selection Committee (DSC) headed by the District Education Officer. Members of DSC would be as under:a) District Education Officer: Chairpersonb) Representative of State/UT Govt.: Memberc) One Reputed academician nominated by District Collector: Memberviii) The major functions to be performed by DSC are as under:a) Physical verification of the facts/ information provided by the applicant by forming verification teams.b) Evaluation/ marking of the applicants as per the format at Annexure-I.c) Certificate by DSC: The DSC shall certify that marks have been awarded after due verification of the facts.d) After the detailed evaluation of the applications, DSC will shortlist 3 names and forward these to State Selection Committee through online portal along with vigilance clearance certificate of each of the 3 applicants.e) In addition to the applications received, the DSC in exceptional circumstances, may suo-moto consider name of maximum one person among the outstanding teachers including special educators and differently abled teachers/heads of schools. The evaluation will be done as per the format at Annexure-I.f) DSC may take into account performance of teachers in various streams of studies viz. science, arts, music, physical education etc.
      
    The State Selection Committee (SSC)

      ix) The State Selection Committee (SSC) will be headed by Principal Secretary/ Secretary of State Education Department. Members of SSC will be as under:a) Principal Secretary/ Secretary of State Education Department: Chairpersonb) Nominee of Union Govt.: Memberc) Director/Commissioner of Education: Member Secretaryd) Director, SCERT or equivalent if there is no SCERT: Memberx) The major functions to be performed by SSC are as under:a) Re-verification of the facts/ information/marks of the nominations received from all the DSCs.b) Evaluate all the nominations and prepare shortlist of the best candidates, subject to the maximum number allotted to the States/UTs and forward the same to Independent Jury at National level through online portal.
      
    Organization Selection Committee (OSC)(For other organizations)

      xi) The composition of OSC is as under:a) Chairperson/ Director/ Commissioner/ Head of the Organization: Chairpersonb) One officer from the Organization nominated by the Chairpersonc) Nominee of Union Govt.: Memberd) One reputed academician deputed by the Chairperson: Memberxii) The major functions to be performed by OSC are as under:a) The Organizations may follow their internal processes for receiving nominations.b) Evaluate all the nominations and prepare shortlist of the best candidates, subject to the maximum number allotted to the Organizations as per Annexure-II and forward the same to Independent Jury at National level through online portal

      xiii) Independent Jury at National levelheaded by retired Secretary, Department of School Education & Literacy, MHRD would review the list of candidates as forwarded by all the SSCs and OSCs and carry out fresh assessment.a) Each nominee is required to make a presentation before the Jury.b)The jury shall select names from the list subject to the maximum of 45 (+2 Special Category for differently abled teachers etc.).c)TA/DA for nominees shall be paid by MHRD.d)Secretarial assistance to the Jury will be provided by NCERT.xiv) All other awards have been subsumed under the National Awards to Teachers.
      xv) The annual timelines for online self-nomination, shortlisting and final selection may be decided by Secretary (Department of School Education & Literacy), MHRD

contain spread of COVID-19 in the Offices - Reg.

In view of the Sporadic cases of Covid-19 being reported in Secretariat and other
offices, the following guidelines are issued for implementation by all the Departrnents.
1. All staff members to attend duty as per the following scheme:
o 50% of the office subordinates, data entry operators and other class 4
employees to attend duty on every alternate week basis.
50% of the clerical staff / circulating officers to attend duty on
alternate day basis.
Officers having separate chambers allotted to them shall continue to
attend duty regularly.
o The Section Officers, Assistant Section Officers, Clerical Staff, Office
Subordinates, Data Entry Operators and other Class-IV employees who
are on not duty on particular day shall be present in the Head Quarter
and not leave Head Quarters under any circumstances. They may be
called on short notice for any work in the office.
2. No visitor(s) to be permitted to enter the office unless there is authorization by the
officer concerned and a prior appointment.
3. Maximum of 3 persons in addition to the lift operator to be allowed in the lift at a
time.
4. Regular disinfection of the office premises and vehicles to be ensured.
5. Staff to be directed to ensure compllance with physical distancing norms at all
times including lunch breaks., Staff is directed

at home duly taking appropriate leave like Casual Leave, Earned Leave, Half Pay
Leave based on medical certificate. They shall also be available in the Head
Quarters and attend any urgent dutles for which they may be called.
11. These orders shall come In to effect from 22.06.2020 and shall be in force up to
04.07.2020.

తెలంగాణ రాష్ట్రంలో ప్రభుత్వ ఉద్యోగులకు సరికొత్త మార్గదర్శకాలు జారీ చేశారు. సచివాలయం, ఇతర ప్రభుత్వ కార్యాలయాలను దృష్టిలో ఉంచుకుని నూతన నిబంధనావళి రూపొందించారు. ఈ మార్గదర్శకాలు జూన్ 22 నుంచి జూలై 4 వరకు అమల్లో ఉంటాయని తెలిపారు. ప్రభుత్వ నిర్ణయం ప్రకారం... ఇకపై, ప్రభుత్వ కార్యాలయాల్లో 50 శాతం సిబ్బంది హాజరు కావాలి. 50 శాతం సిబ్బంది రొటేషన్ విధానంలో పనిచేయాలి. గర్భవతులు, వివిధ వ్యాధులతో బాధపడేవారు సెలవులను వాడుకోవాలి.
ఆఫీసుల్లో ప్రత్యేకంగా చాంబర్లు ఉన్నవారు ప్రతిరోజూ ఆఫీసుకు రావాల్సి ఉంటుంది. ఉన్నతాధికారుల అనుమతి ఉంటే తప్ప సందర్శకులను ఆఫీసుల్లోకి అనుమతించరాదు. అధికారులు ఉపయోగించే వాహనాల డ్రైవర్లు పార్కింగ్ లో కాకుండా ఇకపై పేషీలో ఉండాలి. తెలంగాణ సచివాలయం ఉన్న బీఆర్కే భవన్ లో కరోనా తీవ్రత దృష్ట్యా నాలుగో తరగతి ఉద్యోగులు వారం విడిచి వారం విధులకు హాజరు కావాల్సి ఉంటుంది. ఈ మేరకు ప్రభుత్వం ఆదేశాలు జారీ చేసింది OFFICER

GUIDELINE TO CHANGE DSC 2003 EMPLOYEES FROM CPS TO OLD PENSION SCHEME FRO CENTRAL GOVERNMENT

Subject: - Mobility of personnel amongst Central /State & Autonomous Bodies
while working under pensionable establishments - regarding.
The undersigned Is direticd io say that the New Pension Scheme (now called as National Pension System) was introduced vide Department of Economic Affairs’ notification No.5/7/20(B-ECB.PR dated 22.12.2003. It was provided that NPS would be mandatory for alt new recruits to the Central Government service from ld of January 2004 except the Armed Forces.
In  this  Department's  O.M.   of  even  number   dated  26.7,2005,   it  was  provided  dial  all
employees w ho joined Ceniral Government service or in lhe sen ice of an autonomous body set up by the Central Government before 01.01.2004 and who were governed by old pension scheme under the Central Civil Service (Pension) Rules. 1972 will continue to hr governed by the same pension scheme / rules and will count their past service if they take up new appointment in another Ministry/Department of the Central Government or a Central Autonomous Body covered by the CCS (Pension) Rules on or after 1.1.20 04. subject to their satisfying the conditions laid down in Para 4 of DP&AR's O.M. No.28/10/l984-PU dated 29.8.1984. 
Subsequently,   vide   this   Department's   O.M.   of   even   number   dated   28. 10.2009,   the 
benefit of counting of past service under the CCS (Pension) Rules 1972 was extended to those employees who were initially appointed before 01.01. 2OO4 in (i) Central Govemment Departments covered under Railway Pension Rules or other similar non-contributing pensionable establishments of Central Government covered by old Pension Scheme /rules other than CCS (Pcnsion ) Rules , 1972 OR. (ii) State Government covered under old pension scheme similar to CCS(pcnsion) Rules, OR (iii) Central / State Autonomous Body covered by the old pension scheme and who resigned to join a Central Government Department ! Office or a Central Autonomous Body having pensionable establishment, 
Representations   have   been   received   in   this   Department   from   employees   who   joined 
under NPS in Central Government I Central Autonomous Bodies after 1.1.2004 but before 28,10,2009, after technical resignation from a pensionable establishment of a Central Government Department . Stale Government or Central ! State Autonomous Body and who were denied the benefit or counting of past service in the old pension scheme in the Central Government.

The matter has been  examined in  consultation  with Department of personnel and 
Training and Department of expenditure . It has been decided that those employers who joined Central Government / Central Autonomous body under NPS during 01.01.2004 to 28.10.2009 after submitting tcchnical resignation from Central Govt. / Central Autonomous Body or a State Government/state autonomous Body and who Fulfill the conditions For counting of past service in terms of this Departmcnt 's O.M. dated 28.1O 2009. may be given an opinion for induction in old pension scheme and to get their past service rendered in the Central I State Government or Central / Stale Autonomous Body counted for the purpose oF pensionary benefits on their Final retirement From the Central Governmcnt / Central Autonomous Body, subject to fulfillment of all other conditions of counting of such past service in terms of DPAR's O.M- dated 29.08.I984 read with this departments DM, dated 7.2.1986 as amended from time to time. 
Such opiinn may be exercised within  3 months   of issue of this O.M. Such employers 
who am appoinicd under NFS during 01.01.2004 to28.10.2009 and are eligible to exercise option in terms oF para 5 above but do not exercise the option within the stipulated period will continue to be covered by the provisions of National Pension System. those employees who joined during 01.01. 2004 to 28.10.2009 and have already been given the benefit oF CCS(pension) Rules in terms of O.M. dated 28.10.2009. will continue to be governed by those rules.
