The under mentioned District Educational Officers & Ex-Officio Project Officers, SSA are informed that the Govt, has decided to implement the Aadhaar Bio-metric Attendance System in Govt, and Localbody schools of 12 districts of Telangana State on pilot basis for the academic year 2018-19 to the students, teaching and non-teaching staff.

Accordingly, the concerned DEOs have been requested to attend the Video Conference on implementation of the ABAS with the district’level officers and MEOs on 18.07.2018 and the following instructions issued in the reference read above.

•    The devices will be distributed to the schools @ 1:100.

•    Coverage of 100% Aadhaar enrolment and updation of bio-metrics. (Status report copy enclosed as per Child Info).

•    Coverage of 100% electricity (Status report copy enclosed as per UDISE 2017-18).

•    Updation of teacher's database in child info website.

•    Arrangement of training programmes to the Headmasters as per schedule. (Copy enclosed)

•    Training on usage of Aadhaar Attendance Instruments and reporting module by State

Resource Persons and Technical Team.

•    Deployment of instruments and authentication of teachers and students information with device at School level by the Vendor and Technical Team.

•    Aadhaar attendance has to be implemented to the staff of teaching and non-teaching daily two times (Morning and Evening) and for children daily one time i.e., before Midday Meal.

•    Sectoral Officers of SSA to be given incharge to monitor the Aadhaar attendance and to attend the related issues.

The concerned DEOs are requested to conduct the training programme with the

Headmasters and the following arrangements are to be made.

•    Arrangement of hall with the capacity of 150 to 200.

•    Arrangement of projector, banner, internet facility and sound system.

•    Providing water, tea and snacks to the participants.

In view of the above, the concerned District Educational Officers & Ex-Officio Project

Officers are directed to take necessary action on above points for implementation of Aadhaar Based Attendance System in Govt. & Localbody schools. The incurred expenditure to meet from the Management Cost of DPO.

2.    Review meeting with Sectoral Officers, TSSA on 26.06.2018 at O/o. Commissioner and Director of School Education, TSSA. Hyderabad.
 All the Headmasters of PS/UPS/HS, Special Officers of KGBVs and Principals of Model Schools are hereby informed that, the Learning Enhancement Programme(LEP) has been implemented for a period of 45-60 days from 01.08.2017 in all schools in the district in the last academic year with an objective to achieve 100% basic skills in reading, writing and arithmetic for classes III to IX. The observations of State Level Monitoring Teams and the Post Test data of LEP 3Rs revealed that, there was a gap in achieving 100% basic skills in reading, writing and arithmatic for classes III to IX and hence there is a dire need for the improvement of the basic skills in students.

Therefore, as per the instructions of the State Officials, it is decided to implement LEP-3Rs programme for 2018-2019 academic year also and in this regard, all the HMs/SOs/Principals are hereby instructed to follow the instructions given below:

 1.    1. A Pre-Test shall be conducted on 19.07.2018 for III to IX class students to assess their 3Rs(Reading, Writing and Arithmetic) skills and the LEP 3R Programme shall commence from 23.07.2018 onwards fora period of 60 days (working days). The data of LEP-3Rs(Pre-test) shall be submitted by the HMs to MEOs by24.07.2018 and MEOs shall submit a soft copy to DPO by 26.07.2018 without fail.

2.    The Schedule, Time table and Module supplied for Implementation of Learning Enhancement Programme(LEP) during last academic year (2017-2018) shall be followed for this academic year 2018-2019 also.

3.    The Services of the District/Mandal Resouce Persons who were trained at District/Mandal level respectively on LEP-3Rs shall be used for implementation of the programme and monitoring.
4.    The guidelines/proceedings issued from time to time by the Commissioner & Director of School Education & Ex-Officio SPD, TSSA will be communicated to the MEOs & HMs to follow accordingly.

5.    The HMs in the District can modify the subject, weightage or allocation of period according to their needs they can also modyfy the time period for continuing 3Rs/LEP programme 45 to 60 days according to their local needs. Further they have to give under taking to the concerned MEO of the achivement levels of their studentsat the end of the post test.

Therefore, all the MEOs and Headmasters of PS/UPS/HS, Special Offices of KGBVs and Principals of Model Schools are instructed to follow the above mentioned instructions without any deviation.

All the District Educational Officers in the state of Telangana except DEO Hyderabad is here by informed that, TSTS through IL&FS Edu & Tech Pvt. Ltd, Hyd has supplied 2400 K-yans to selected schools. As part of installation of the K-yans and to make the teachers aware of optimum use of the K-yans for the benefit of the students a one day K-Yan Teacher Training program by IL&FS Edu & Tech Pvt. Ltd, Hyd is scheduled from 19th July to 1st August 2018 in 30 districts of Telangana as shown in the enclosed annexure.

 Further the DEOs concerned are informed that the Principal/HM/SO along with 3 or 4 teachers from each K-yan supplied schools are to participate in the training programmed. The training programme will deal on installation of K-yans, prominent features of K-yan and on the use of “READ TO ME English software”. The participation of English teacher from each school is to be ensured as they need to use “READ TO ME English software” for the benefit of the students.
 In this regard the DEOs of all the districts in the state except DEO Hyderabad are directed to relieve the Head Masters and the teachers @3/4 from each K-yan supplied school to attend the training on the scheduled dates and ensure their attendance from . The DEOs shall arrange one sectoral Officer to monitor the successful conduct of the training programme.
